While looking at women cosplayers during a fan event for the mobile game Genshin Impact, Wee Hong Ee decided to unzip his jeans to touch himself before rubbing his genitals against an unsuspecting cosplayer.

The 41-year-old was sentenced to five weeks’ jail after he pleaded guilty to using criminal force to outrage the modesty of a person.

A similar charge and another charge of doing an obscene act in a public place was taken into consideration during sentencing.

The court heard that at the time of the offence, Wee was with his wife and one-year-old son.

On October 30 in 2022, Wee was with his family at Singapore’s Suntec Convention Centre where there was a fan event for the mobile game Genshin Impact.

At around 6.10pm, while his wife and son went to the toilet, he decided to unzip his jeans to touch himself, not knowing that there was a witness who saw his exposed genitals.

Targeting a woman cosplayer, Wee began to follow closely after her. The cosplayer did not find his behaviour unusual since the location was crowded.

At one point as he followed after her, Wee rubbed his exposed private parts against the victim’s backside.

Deputy Public Prosecutor (DPP) Delicia Tan said that the victim felt something touching her but she did not think much of it because she thought that another cosplayer’s costume had come into contact with her.

Wee later met up with his wife and son and they left the area.

The witness, who was the cosplayer’s friend, then proceeded to inform the event organiser about Wee.

A police report was made on the same day. Wee was arrested about three months later on January 27 last year.

Seeking a jail term of between four and eight weeks, DPP Tan argued that even though Wee had pleaded guilty at the earliest opportunity, he had exposed himself in a crowded public setting with his private parts sticking out of his jeans.

Representing Wee, defence counsel Jared Lee urged the court to consider four weeks’ jail for his client who was remorseful over what he did.

“He regrets the hurt caused to his wife and child and vows to turn over a new leaf and set a good example. My client is also very apologetic to the victim and apologises for any trauma he might have caused her,” Lee said.

In delivering his decision, District Judge Terence Tay said that due credit should be given to Wee for his early indication of plea but there were some aggravating factors that the court had to take into account in sentencing, including the location of the offence.

“In a crowded place, it is highly possible that offensive self-gratification may not even be detected, and even if detected, the chances are low due to the crowd situation,” the judge said.

For using criminal force with intent to outrage a person’s modesty, Wee could have been jailed for up to three years, fined or caned, or given any combination of these punishments.
